Many licensing and renewal journeys are no longer fully paper-based. Citizens can start applications online. What remains painful is the residual work: incomplete submissions, document mismatches, multi-agency verification, exception handling, status communication and human review queues. Staff still spend time chasing missing information, reconciling records and coordinating steps that software surfaces but does not finish.

Current workflow reality

Online application intake already exists in many agencies. The remaining workflow is often a mix of portal status checks, email or phone follow-up, manual document review, cross-system verification and delayed citizen updates.
